OBE development includes seven stages. The goal of each stage is to carry forward the OBE development from the one milestone to another after successful completion of the certain activity. OBE project partition is the main contribution to the common risk management. OBE development stages with the milestones are shown at the fig. 1.7.

During the development stages, mostly at the end, the OBE project audits are planned in the form of technical expertise. Every expertise is a critical examination, done by the inspection team, which is not directly responsible for the activities in the boundaries of the audit. Technical expertise serves to support the assessment of the output elements from the view of requirements and the decision-making task for the new stage beginning.

Sequence of operations — in respect to OBE, its system, its components and their interrelations — creates a typical lifecycle (fig. 1.8 – 1.10). The audits shall start from the highest level of requirements and continue to the lowest safety and verification levels.
